First 5 Orange County has released the Frequently Asked Questions (FAQ) regarding the Request for Proposal (RFP) for Black PEARL Community Listening & Learning Sessions.

REQUEST FOR PROPOSAL FOR BLACK PEARL COMMUNITY LISTENING & LEARNING SESSIONS FREQUENTLY ASKED QUESTIONS

1. Is it a total of 75 participants or 75 at each of 6 sessions?

The goal is to reach at least 75 participants per session, but we understand that the number of participants will vary based on the focus of each session.

2. Are sites for the sessions already selected or groups of potential participants identified?

No. Sites and participant groups have not yet been selected. The selected applicant will collaborate with First 5 OC and UCI to identify locations and recruit participants, with an emphasis on reaching communities in Anaheim, Santa Ana, and Irvine. The selected applicant will be responsible for securing locations, preparing outreach materials, and using various forms of media for participant recruitment.

3. Has a learning agenda been set yet?

No. The learning agenda will be co-developed in collaboration with First 5 OC, UCI, and the Black PEARL Community Advisory Board to ensure alignment with the model’s goals and community input.

4. Is the community advisory board expected to support recruitment?

Yes, the Community Advisory Board is expected to support outreach and recruitment efforts, in partnership with the selected applicant, to help ensure meaningful community participation and representation.

5. Will the incentive amount need to be guided by First 5 OC’s policy? If so, what is the amount for this type of convening?

No, it does not. The applicant’s proposed budget should include incentive support for participant incentives within their own cost allocation. While the incentives are not subject to First 5 policy, they will still require First 5 approval.

6. Is there openness to a combined proposal for the Listening Sessions and TA/Training support?

The RFP specifically focuses on Community Listening & Learning Sessions. Though the same applicant could potentially be selected for both efforts, a competitive bid process is required for each individual grant due to the federal nature of the funding, and one application must be submitted separately for each distinct grant opportunity.

7. Is the Learning Series shared through the newsletter and the one posted on the website for Community Listening and Learning the same work or two separate things?

Yes, they are two separate RFPs.
