Kimberly Goll

President/Chief Executive Officer

Kimberly Goll was appointed President/Chief Executive Officer of First 5 Orange County in May 2016, after serving as the Director of Strategy and Operations since 2002.

With a wealth of experience and understanding of First 5 operations, Kim is transforming the organization from a funding resource to a data-driven organization that focuses on building a system-wide infrastructure to support early childhood development. She relies on data collected through the Early Development Index (EDI) that measures child development and school readiness, to inform investments to improve health, education and wellness for young children and families. She is elevating the profile of First 5 among national and state organizations, and encouraging private and public sectors to prioritize early childhood development.

Kim serves as the Vice Chair of the Head Start Board and is an appointed member of CalOptima Health Member Advisory Committee. She holds a master’s degree in Urban and Regional Planning from University of California, Irvine, and a bachelor’s degree in Psychology and Sociology from University of California, Davis. Kim lives in Aliso Viejo with her husband and three school-aged children.

Cristina Muñoz

Executive Assistant

Cristina Muñoz has more than 20 years of experience supporting high-level executives in fast-paced and mission-driven environments. As the Executive Assistant at First 5 Orange County, Cristina combines her extensive organizational expertise with a strong commitment to operational excellence and team collaboration.

Prior to joining First 5 OC, Cristina served as the Executive Assistant at Cemtrol, Inc., where she led a range of initiatives from budget monitoring and policy development to cross-departmental communication and event coordination. She is known for her problem-solving mindset and attention to detail and played a critical role in streamlining office systems and enhancing overall efficiency in her previous roles.

Cristina holds an associate degree in paralegal studies from South Coast College and is fluent in Spanish. Her skills in business administration, staff training, and performance improvement make her a valuable asset in supporting the executive team and advancing First 5 OC’s mission.

Learning and Community Engagement Team

Lisa Burke

Vice President of Learning and Community Engagement

Lisa Burke leads First 5 Orange County’s Learning and Community Engagement work, overseeing efforts that connect data, policy, communications, and community voice to improve outcomes for young children and their families. Her work focuses on using data to guide decision-making, identify gaps and inequities, and elevate the real experiences of families across Orange County. By listening closely to communities and sharing clear, grounded stories about what families need and what solutions are working, Lisa helps ensure First 5 OC’s strategies are both effective and rooted in lived experience.

Lisa has found that meaningful systems change starts with listening. She works to bring family and community voices into conversations with policymakers, service providers, and system leaders. By pairing data with stories, she helps highlight the strengths, joys, and challenges of young children and their caregivers and makes the case for early, equitable investments that support families where they are. In every setting, she strives to be a strong advocate for early childhood, promoting connection with families at the earliest possible time in a child’s life and early intervention when needed to support the best outcomes for children and their families.

Prior to her role at First 5 OC, Lisa spent more than 20 years as a principal consultant to the organization, supporting strategic planning, communications and outreach, project facilitation, and grantee management. She holds a master’s degree in Civil Engineering/Infrastructure Planning Management from Stanford University and a bachelor’s degree in Economics also from Stanford University. Outside of work, Lisa loves spending time with her husband and two children, exploring nature, reading and writing poetry, and singing.

Tiffany Alva

Director of Partnerships, Government Affairs, and Communications

With more than 28 years in the early childhood field, Tiffany leads efforts to position First 5 Orange County as a trusted convener and thought partner, translating complex data and policy insights into clear, actionable communications for policymakers, community leaders, funders, and partners. Her work strengthens the organization’s external voice and fosters collaboration that drives investment in early childhood supports and services.

Tiffany also serves on the board of the OC Forum, a non-partisan current affairs organization that brings community leaders together to discuss public policy and community issues affecting Orange County. Prior to joining First 5 OC, she served as the Early Learning Director at THINK Together, where she led large-scale program development and management efforts focused on early learning and school readiness.

She holds a bachelor’s degree in Human Services from the University of Phoenix and a Career Technical Education (CTE) Teaching Credential in Early Learning. When she’s not working, Tiffany enjoys spending time with family and friends, traveling to new places, and staying active in her community.

Cristina Blevins

Early Learning Senior Program Officer

Cristina Blevins leads First 5 Orange County’s work focused on early childhood education. She focuses on ensuring children have access to high-quality early learning experiences and expanding access to child care so caregivers can enter and remain in the workforce. Through cross-sector task forces, systems workgroups, and key partnerships, she works to improve access to services and support workforce development and small business opportunities in the child care sector. Cristina uses data to identify gaps, inform decisions, and develop solutions that reflect the unique needs of different families.

Her responsibilities include overseeing the organization’s equity commitment, guiding the collection and use of Early Development Index (EDI) data, and building strong partnerships with school districts and early learning providers. Cristina also leads key child care initiatives, including First 5 California’s IMPACT, a quality improvement effort that expands professional development opportunities for providers in collaboration with the Orange County Department of Education, CIELO, and Orange County Association for the Education of Young Children.

Cristina brings over 20 years of experience in early childhood education to her role. She worked as a classroom teacher from preschool through fifth grade for over 10 years, providing her with lived experience in the early learning field.  Most recently, Cristina supported First 5 OC as a consultant on various initiatives, including Engaged Neighborhoods. She holds a bachelor’s degree in Psychology, master’s degree in Education, a California Teaching Credential, and a California Administrative Services Credential. When she is not advocating for young children, Blevins enjoys spending time with her husband and two children.

Erwin Cox

Community and Family Engagement Senior Program Officer

Erwin Cox leads the Community and Family Engagement body of work for First 5 Orange County, which is focused on building strong relationships with families in the community to understand their needs better. He works to strengthen connections between families and systems by using community-level data like the Early Development Index to better understand needs, identify service gaps, and inform program decisions for children from prenatal through age five.

One of the most important parts of his role is to help ensure that family voice is embedded into program design, continuous improvement, and cross-sector collaboration. Erwin works with various Engaged Neighborhood collaboratives including Santa Ana Early Learning Initiative, Growing Up Garden Grove, Anaheim Learn Well and La Habra Little Learners. The collaboratives ensure that local families and neighborhoods are involved in the work towards improving the lives of children 0-5 in their own communities by empowering their voices and disrupting the systems of care of young children to effect meaningful change in the lives of these children and their families.

He holds a bachelor’s degree in Psychology from Universidad de San Carlos de Guatemala and has extensive experience in program management and planning and execution. Erwin is multilingual, he speaks Spanish, French, Portuguese and English. Erwin enjoys spending time outdoors and learning about new cultures by trying new foods in his free time.

Vy Le

Community Outreach and Partnerships Manager

 Vy Le serves as the Community Outreach and Partnerships Manager at First 5 Orange County. She was born in Vietnam and immigrated to the U.S. when she was seven. As a public health professional and advocate, she is passionate about addressing barriers and advancing health equity through meaningful partnerships that center community needs and voices. Vy has extensive experience in building and sustaining partnerships at non-profit organizations and academic health systems.

Prior to joining First 5 OC, she developed and led community health education programs at the UCI Chao Family Comprehensive Cancer Center to address cancer health disparities and increase cancer screenings in underserved communities in Orange County.

Vy received her Master of Public Health in Community Health Sciences at the University of California, Los Angeles and a bachelor’s degree in Ethnic Studies at the California State University, Fullerton. During her free time, she loves exploring new coffee shops, spending time with her family, and traveling.

Health Systems and Family Resilience Team

Sara Brown

Vice President of Health Systems and Family Resilience

 Sara Brown has over 20 years of experience as a clinician, educator and community partner, with a professional focus on designing, implementing, and sustaining systems of care that support young children and families. As Vice President of Health Systems and Family Resilience, her work emphasizes building coordinated, cross-sector partnerships that align healthcare, community-based organizations, and social services to improve maternal and child health outcomes. Ground in an equity and inclusion lens, her programming at First 5 OC prioritizes innovative, community-informed approaches that reduce barriers to care and strengthen family well-being.

Sara has a proven track record of developing and maintaining effective systems of care through strong stakeholder engagement, shared accountability, and continuous communication among partners. She is committed to strengthening community infrastructure by equipping organizations with timely, actionable information and creating sustainable pathways to services that promote family resilience and long-term stability. 

Sara has a Ph.D. in Clinical Translational Research, a doctorate in Adult Education and a master’s degree in Nursing. Outside of work, she enjoys being outside, running, spending time with her family and watching her boys play basketball.

Jessica Castillo

Program Officer

In her role, Jessica Castillo supports First 5 Orange County’s home visiting programs and partners, as well as the work of the Home Visiting Collaborative, which brings together home visiting providers from across the county to strengthen coordination and improve the overall system of care for families. Jessica works to ensure services are delivered effectively and aligned with shared goals to support children in reaching their fullest potential.

Jessica has been in the field of home visiting since 2013 and began her career as a Parent Coach for the Welcome Baby program in L.A. County. During her time there she worked directly with families of children ages 0 to 5 and provided them with linkages to developmental screenings, lactation support, mental health assessments and other supportive services. Jessica’s passion for empowering others aligned with her transition into home visiting supervisory roles, where she supported staff through reflective supervision and strength-based leadership. In 2022, Jessica began her work in Orange County as a Program Manager at MECCA, overseeing agencies providing home visiting services to families from diverse backgrounds. Jessica is bilingual in English and Spanish.

She graduated from the University of California, Riverside with a bachelor’s degree in Psychology and continued her education obtaining a master’s degree in Organizational Psychology from Vanguard University.

Andrew Montejo

Program Officer

Andrew Montejo’s responsibilities include leading the fatherhood inclusion and engagement initiatives, as well as providing technical assistance and database administration for the CalWORKs Home Visitation Program.

As a father of two young boys, he brings both personal and professional commitment to strengthening the role of dads in their children’s lives. Andrew is a proud founding member of the OC Fatherhood Coalition, with four years of experience leading the Coalition. He is authorized in training others in the Boot Camp for New Dads curriculum and has facilitated group sessions using the Nurturing Fathers curriculum. Recognizing that fathers are often underserved and underutilized family members, yet their involvement has a powerful impact on children’s development, First 5 OC is working to improve services and outreach tailored specifically for dads to strengthen outcomes for the whole family.

In his support role for the CalWORKs Home Visiting Program, Andrew is furthering First 5 OC’s mission of ensuring every child has the support and resources they need to succeed. Bringing a new baby home is both exciting and overwhelming. From easing everyday stressors to providing guidance during emergencies, home visiting offers families trusted support during these critical early moments.

Andrew worked as a Data and Evaluation Manager for the Los Angeles LGBT Center before joining First 5 OC in 2020. There, he created internal database systems and worked on the creation of programs for homeless adolescents. He graduated from California State University Northridge with a bachelor’s degree in Chicano/a Studies. In his free time, Andrew loves spending time with his family and engaging with his sons, especially through building Legos.

Yvette Nuñez

Program Officer

Yvette Nuñez leads First 5 Orange County’s prenatal and postnatal work, including the partnership with Orange County’s high-birth hospitals. One of her main focus areas is improving the system of care for families affected by substance use. In this role, she works to increase the use of Family Wellness Plans in Orange County and oversees peer support specialists who walk alongside families referred to First 5 OC, helping them navigate a complex system to ensure the best outcomes for all. Yvette’s work supports families at the earliest possible time, reflecting First 5 OC’s commitment to building a coordinated continuum of care that ensures families receive the right support so children can grow, thrive, and stay safely with their families.

Before joining First 5 OC, Yvette worked as a home visitor with Head Start and MOMS Orange County and a community liaison with Help Me Grow. She built community relationships and gained direct service experience that reinforced her understanding of how vital relationships and systems of support are from conception through the early years.

Yvette is bilingual in English and Spanish. She holds a bachelor’s degree in Child and Adolescent Development from California State University, Fullerton, and a master’s degree in Early Childhood Education from California State University, Long Beach. Outside of work, Yvette enjoys spending time in nature, running, and Zumba, but her most fulfilling role is being a mother to her daughter.

Finance and Administration Team

Michael Garcell

Director of Finance and Administration

As Director of Finance and Administration, Michael Garcell is responsible for First 5 Orange County’s budget, long-term financial plan, contract administration and compliance, and the development of regularly scheduled and ad hoc reports. He provides leadership over the day-to-day accounting, finance, contracts, human resources, and information technology operations for the organization while also responsible for being First 5 OC’s primary link to the County finance and budget departments. Michael is a licensed Certified Public Accountant and a member of the California Society of Municipal Finance Officers (CSMFO) and Government Finance Officers Association (GFOA). He has annually received the GFOA award for Excellence in Financial Reporting since 2009. Michael received his bachelor’s degree in Business Administration/Accounting from Pensacola Christian College in Pensacola, Florida.

Nicole Preciado

Senior Finance Analyst

Nicole Preciado is the Senior Finance Analyst for First 5 Orange County and is responsible for state and federal contract compliance, budget analysis and reporting, providing support on finance audits, and executing other general finance activities. She also lends expertise to the administration of contracts to funded partners. Before joining First 5 OC in 2002, Nicole was a Product Management Analyst for Ingram Micro, where she maintained monthly budgets and reported analysis of the percentage of business done by the configuration team. She earned an associate degree in accounting from Santa Ana College.

Jennifer Borchardt

Senior Contracts Administrator

Reporting to the Director of Finance and Administration and as a key member of the Finance and Administration team, Jennifer Borchardt provides support services for the implementation of the finance, contracts, and administrative functions for First 5 OC. Her former work experience includes working for the Disneyland Resort as an accountant for the Disney Travel Company.

Janette Medrano

Administrative Analyst

Reporting to the Director of Finance and Administration and as a key member of the Finance and Administration team, Janette Medrano is responsible for providing support to the Director of Finance and Administration and the Senior Contracts Administrator on tasks related to invoice processing, payroll, IT, and other administration functions as needed. Janette is detail oriented, self-motivated, proficient in office operations, and bilingual in English and Spanish. In July 2017, she brought her store management experience to the position, which is a transferable skill for the Administrative Analyst duties. She completed her general education at Riverside Community College.
