- Can First 5 OC provide an estimate of the anticipated number of photography assignments per year and how assignments are distributed among qualified consultants?
First 5 Orange County anticipates an average of one to two photography assignments per month. Assignment distribution among qualified consultants will be based on a combination of consultant availability, the specific content needs of each project, and alignment with the consultant’s area of expertise. - Does inclusion on the qualified consultant list guarantee any minimum volume of work, or are assignments entirely as-needed?

There is no preferred page limit for the portfolio section. A single PDF is acceptable; however, First 5 Orange County will also accept a link to an online portfolio or gallery for review. - Aside from the one-page Qualifications statement, are there page limits for the Portfolio section?
No. There are no page limits for the Portfolio section. Applicants may include the number of samples they believe best represents the quality and range of their work. - Can First 5 OC clarify the expected licensing and usage rights for photographs produced under future assignments (e.g., copyright ownership versus organizational usage license)?
Under the standard contract, the Commission, the State of California, and First 5 California receive a royalty‑free, nonexclusive, and irrevocable license to publish, translate, or use all material and work product, both tangible and intangible, developed under the agreement, including materials subject to copyright. Specific terms can be further discussed and clarified during the contracting process. - Does the hourly rate apply only to on-site coverage, or also to culling, editing, file prep, and delivery?
