First 5 Orange County is seeking qualified individuals and/or firms with demonstrated leadership and experience for project management, evaluation, operational support, and on-call special project services in the following:

- Safe, Stable and Nurturing Home
- Neighborhoods that Support Young Children and Families
- Equitable Distribution of Resources
- Data Analysis, Evaluation, and Focus Groups
- Organizational Support
- Project Management
- Contract Compliance & Audit
- Organizational and Professional Development
- Language Translation
This is a new Request for Qualifications (RFQ) for 2026. All applicants wanting to be included on the list of qualified consultants need to submit. Submittals from prior years will not be carried over.
All questions and requests for additional information regarding this RFQ must be received via email to: First5OC@cfcoc.ocgov.com no later than 3 p.m. January 12, 2026. Responses to RFQ questions will be posted on First 5 Orange County’s website on January 15, 2026.
Applications are due by 3 p.m. January 22, 2026.
