First 5 Orange County has released the Frequently Asked Questions (FAQ) regarding the Request for Applications (RFA) for the Learning Series and Technical Assistance Program for the Black PEARL Model for Systemic Integration of Community-Based Maternal Support Services.
Will selected organizations need to front all costs upfront and will they be reimbursed up to $50,000 on the backend?
The Black PEARL Learning and TA COMSS is time and cost reimbursement-based contract. Selected organizations will need to bill and submit monthly invoices during the course of the grant (May 1, 2026 to September 29, 2026).
I recently became aware that a very similar RFP (attached) was released and had a few questions. Just to clarify, will we need to reapply to move forward with our previous contract? Furthermore, is there any outstanding action items we need to address at this time?
The RFA is intended for organizations that do not have an active Black PEARL Learning and TA capacity building contract. Currently, MOMS, The Suckle Center, Pacific Islander Health Partnership, and Black Girl Mental Health are part of the Black PEARL and do not need to reapply for this RFA. This RFA is seeking up to, 2 new organizations that serve the Black,Native, Indigenous or Alaskan Native populations.
