First 5 Orange County invites qualified organizations to apply for the Black PEARL Doula Network RFP, to support a critical initiative to address BIPOC maternal health disparities in Orange County by training and supporting a culturally affirming doula workforce.

Organizations with experience in doula training, maternal health equity, and community engagement are encouraged to apply. Applicants must demonstrate the ability to train and support community members, align with the distinct goals of each program, and build trust within Orange County’s BIPOC communities.
Background: UCI’s Black PEARL model grant and Kaiser Permanente’s Community Health Contributions Program Grant grant focuses on expanding access to doula services for families enrolled in Medi-Cal and improving maternal and infant health outcomes for BIPOC communities. These initiatives include training community members to become Medi-Cal certified doulas, providing technical and wellness support, and strengthening the integration of doula care into local health systems. The selected applicant will work on both grants with distinct program outcomes and targeted goals.

The complete RFP submittal package must include all required documents listed in Section VI. Incomplete submissions may be grounds for disqualification. Submissions after this date and time will be automatically rejected.
