Fingerprinting and Live Scan Process

All individuals working or volunteering in a child care center, including administrators, teachers, aides, and regular volunteers, must complete Live Scan fingerprinting using form LIC 9163 prior to having any contact with children. The fingerprints are submitted electronically to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) for a criminal background check.

Clearance must be received before employment or volunteer service begins. If an applicant has a prior conviction, the Community Care Licensing Division (CCLD) reviews the case to determine whether an exemption can be granted. Failure to disclose prior convictions or to complete fingerprinting may delay the hiring process or result in denial of employment.

All individuals must present a valid government-issued photo ID at the Live Scan appointment, and the provider must transmit the fingerprints electronically. Once results are processed, CCLD will notify the licensee or applicant of clearance or additional requirements before the license can be issued or employment can begin.
